Complex construction and legal experience on a landmark public-private partnership
The Presidio Parkway Project transformed Doyle Drive, the aging approach to the Golden Gate Bridge through San Francisco’s Presidio, into a modern transportation corridor designed to improve seismic safety, traffic flow and connections throughout the surrounding area.
The approximately $1.4 billion project included new roadways, viaducts and tunnels, along with significant improvements to surrounding transportation infrastructure and public spaces.
A Landmark Public-Private Partnership
A defining feature of the Presidio Parkway Project was its use of a public-private partnership (P3) delivery model.
Golden Link Concessionaire, LLC was selected through a long-term concession agreement involving the design, construction, financing, operation and maintenance of the roadway.
P3 projects introduce unique legal, financial and technical considerations. Responsibilities must be carefully allocated among public agencies, private partners, designers, contractors, lenders and other stakeholders while maintaining the performance requirements of critical public infrastructure.
Construction Lawyers provided experience and counsel associated with this complex P3 project, bringing together an understanding of construction, engineering and the legal issues inherent in alternative project delivery.
Engineering a Critical Transportation Corridor
The project presented substantial engineering and construction challenges. Work occurred within a nationally recognized historic setting while addressing seismic requirements, environmental considerations, community impacts and the continued movement of traffic through one of San Francisco’s most important transportation corridors.
Construction began in 2009, with the completed Presidio Parkway opening to traffic in 2015.
Today, the project provides a modern connection between San Francisco and the Golden Gate Bridge while demonstrating how alternative delivery methods can be applied to large-scale public infrastructure.
Construction Lawyers brings decades of engineering, construction and legal experience to major transportation projects and complex alternative delivery structures throughout the United States.
